An action is one finished thing, such as a post, a page or an article; a post counts once, however many networks it goes to. Yearly billing is two months free. The $1 first week is one time only: one per person and per business in any 12 months, on Launch, Operator or Scale billed monthly, and then the plan starts on day 8 unless you cancel.
